Bonneville Share of Regional Target

The share of the regional energy efficiency target that is attributed to Bonneville is based on the portion of cost-effective potential within Bonneville’s service territory compared to the region. Historically, the Bonneville target was set based on its share of regional load as a proxy for the determining its energy efficiency target.[1] However, the 2021 Power Plan provides a more precise estimate of Bonneville’s share of the energy efficiency potential, calculated using Bonneville-specific appliance saturations, electric shares, distribution of buildings by climate zone, etc. (see here for more information). The potential from all of the cost-effective measures are summed to determine the portion of the target that is within the Bonneville service territory. As a result, the Bonneville customers have approximately 36 percent of the total cost-effective potential. For a measure-level comparison of the cost-effective potential, see this workbook.

[1] In the Seventh Power Plan action plan period, Bonneville set its target to 42% of the regional efficiency goal.
