The Pacific Northwest power system is constantly changing, with new resources coming online, upgrades to existing resource capacities, and resource retirements. In order to have a fixed dataset for the 2021 Power Plan analysis, the Council froze its generating resource project dataset in April 2020.
The frozen dataset includes extensive documentation that details how the Council determined which projects – and the allocation of each project – were included in the existing system. In addition, see the presentation from the GRAC/SAAC/RAAC meeting in May 2020.
