Background

EE/DR Interaction and Council Models

For this meeting we wish to discuss how the Council should account for the interaction between demand response and energy efficiency potential in the Regional Portfolio Model. In some cases, EE and DR are complementary (e.g. smart thermostats), but in some cases they may compete (more range of control from a fluorescent light fixture versus an efficient LED). As such, we would like to bring together members of the conservation resources advisory committee (CRAC), demand response advisory committee (DRAC), and systems analysis advisory committee (SAAC) to discuss staff’s proposed methodology.

Goal for March 2019 meeting: Our expectation from this meeting is that Council staff and stakeholders have an accepted path forward on how the Council will address the question on how to treat overlapping EE and DR potential for the 2021 Power Plan.
