Understanding the Environmental Costs and Benefits of Generating Resources

Request for comments on a methodology to quantify costs and benefits

The Council has begun work on its Seventh Power Plan, which provides guidance to the region on resource development. The Northwest Power Act requires that the Council include in the power plan a method for determining the quantifiable environmental costs and benefits of generating and energy efficiency resources to use in its analysis of new resource costs.

We invite you to comment on our issue paper to help determine the appropriate methodology to use in developing the plan. The draft plan should be released next fall, when the public will have another opportunity to comment.
