Per the Northwest Power Act, as part of the development of a power plan, the Council is required to develop a conservation program that sets forth a general scheme for implementing conservation in the region, including Bonneville. For the 2021 Power Plan, all elements of the conservation program are detailed in these sections. This includes conservation targets for the region and Bonneville, Model Conservation Standards and the surcharge methodology as required by the Act, and other actions in support of achieving the conservation goals set forth.
